3Keys Property Spotlight: Phoenix House, a Permanent Supportive Housing Complex in Southwest Atlanta

At 3Keys, permanent supportive housing provides a stable foundation where individuals who have experienced chronic homelessness can access the support, services, and community connections needed to maintain long-term housing stability.

One example of this work is Phoenix House, a permanent supportive housing community located just south of downtown Atlanta in the Capitol View neighborhood at 1296 Murphy Avenue, SW. Conveniently situated near the Oakland City MARTA Station and the Atlanta Beltline, the property offers residents access to transportation, healthcare, employment opportunities, and other essential community resources.

Phoenix House serves individuals living with highly service-dependent mental illness who have also experienced chronic homelessness. It breaks the cycle for many residents who have spent years cycling between homelessness, emergency rooms, institutional settings, shelters, or temporary housing situations.

The property includes 69 affordable apartment homes that provide residents with independent living opportunities in a structured and supportive environment. Phoenix House helps fill an important gap in Atlanta’s housing continuum of care by offering an alternative to institutional care or group homes while still ensuring residents have access to consistent onsite support.

3Keys manages both the rental assistance and a comprehensive onsite services program at the property. Residents are connected to services tailored to their individual needs, which may include mental health support, case management, life skills development, benefits assistance, and community-building activities, like cookouts in the common greenspace and pavilion. This coordinated approach helps residents maintain housing stability while supporting greater independence and overall well-being.

From 2016 to 2017, 3Keys collaborated with Tapestry Development Group on redeveloping the property. The $10.5 million project was a combination of new construction and rehabilitation. Tapestry helped secure equity from 9% Low Income Housing Tax Credits, a permanent loan from Invest Atlanta, and Project-Based Rental Assistance from the Atlanta Housing Authority.

Permanent supportive housing models like Phoenix House have proven effective in helping individuals experiencing chronic homelessness achieve long-term stability. By combining affordable housing with ongoing supportive services, communities can reduce barriers to housing retention and create pathways toward improved health and quality of life.
