Atlanta Affordable Housing Network Partner Spotlight: Tapestry Development Group

At 3Keys, we believe that safe, affordable housing, along with the right supports, transforms lives. That belief is shared by Tapestry Development Group, and together, our organizations have spent more than 15 years fulfilling that vision for our community’s most vulnerable neighbors.

Our long-standing partnership is rooted in a shared commitment to permanent supportive housing that prioritizes dignity, stability, and self-sufficiency. One of the most meaningful examples of this collaboration is the ongoing redevelopment of Welcome House, a community that has long served individuals living with mental health and substance use disorders.

Reimagining Welcome House


Originally developed in 1992, Welcome House currently consists of 209 single-room occupancy units in a dormitory-style layout with shared bathrooms. While the community has played a critical role in preventing homelessness for decades, the existing structure no longer aligns with today’s best practices for supportive housing.

Through this redevelopment, 3Keys and Tapestry are replacing those outdated units with approximately 120 modern studio and efficiency apartments – homes that offer privacy, autonomy, and dignity. The redeveloped Welcome House will continue to serve individuals with complex needs, providing housing paired with tailored supportive services that help residents maintain independence and avoid returning to homelessness, incarceration, or institutional care.

The community will continue to prioritize the Housing First model, an evidence-based approach grounded in the understanding that people need safe, stable housing before they can effectively address health, employment, or recovery goals. By removing preconditions such as income requirements or abstinence from substance use, we meet residents where they are – and support them without judgment. This approach has consistently been shown to lead to stronger housing stability and improved health outcomes.

A History of Collaboration


The relationship between 3Keys and Tapestry dates back to the original development of Welcome House, when Tapestry President Jon Toppen, then working with a prior employer, partnered with 3Keys on the project. After the founding of Tapestry Development Group, that collaboration deepened, with our organizations going on to partner on
three additional developments over the years.

Welcome House has long been a shared priority for redevelopment, and after extensive conversations, both organizations agreed that a joint application and continued partnership best reflected our mutual commitment to high-quality supportive housing.

In the Welcome House redevelopment, 3Keys will serve as co-owner, co-developer, property manager, and service provider, while Tapestry will serve as lead developer, bringing its extensive technical expertise to the project.

About Tapestry Development Group


Tapestry Development Group is a Decatur, Georgia–based nonprofit dedicated to creating high-quality, affordable rental housing across the Southeast. Tapestry specializes in working alongside nonprofit housing owners and public housing authorities, developing a wide range of communities – from permanent supportive housing to family apartments and senior housing.

With deep experience in both new construction and rehabilitation, Tapestry has successfully leveraged a broad mix of public and private financing sources, including Low Income Housing Tax Credits, HOME and CDBG funds, HUD programs, state housing trust funds, and private foundation grants. The organization currently owns 990 completed units, has 515 units under construction, and 172 units in its active development pipeline across four states.

Under Jon Toppen’s leadership – who has more than two decades of affordable housing development experience and has served as Board Chair of the Georgia Supportive Housing Association for eight years – Tapestry has become a trusted leader in permanent supportive housing.

Proven Impact Together


In addition to Welcome House, 3Keys and Tapestry have partnered on several impactful developments, including:

  • Phoenix House – A 69-unit permanent supportive housing community serving chronically homeless individuals with mental illness. Completed in 2017, the $10.5 million project combines new construction and rehabilitation and includes robust onsite services and rental assistance for all units.
  • Rosalyn Apartments – A 56-unit redevelopment in Chamblee and the first project in Georgia to utilize National Housing Trust Funds. The community supports residents with a higher level of independence, offering onsite services such as case management, medication management, and connections to community resources.
  • O’Hern House – A 76-unit redevelopment serving individuals with severe mental health needs. The community includes shared spaces that foster engagement, as well as an industrial kitchen used for resident training and daily meals.

Our partnership with Tapestry Development Group is grounded in trust, shared values, and a proven track record. Together, we are committed to creating housing that not only meets urgent needs, but also reflects respect for the people who call it home.
