Atlanta Affordable Housing Network Spotlight – 3Keys https://www.the3keys.org Hope Begins with Housing Thu, 30 Jul 2026 23:00:48 +0000 en-US hourly 1 https://wordpress.org/?v=7.1.3 Atlanta Affordable Housing Network Partner Spotlight: Mercy Care Atlanta https://www.the3keys.org/atlanta-affordable-housing-network-partner-spotlight-mercy-care-atlanta/ Thu, 30 Jul 2026 23:00:48 +0000 https://www.the3keys.org/?p=4921 Our work to end chronic homelessness in Atlanta would not be possible without a host of partners also working in permanent supportive housing. For individuals who have experienced homelessness repeatedly, many also face complex physical health conditions, mental illness, substance use disorders, and other challenges that require ongoing, compassionate care.

Our collaboration with Mercy Care Atlanta breaks down barriers that too often prevent people from receiving the care they need to live healthy, independent lives.

As one of Atlanta’s leading permanent supportive housing providers, 3Keys combines affordable housing with wraparound supportive services designed to help residents maintain housing stability and improve their quality of life. Case managers work closely with each resident to identify individual goals and connect them with the resources needed to achieve them.

Mercy Care Atlanta provides some of the most valuable resources available to our clients.

When a resident needs clinical support, 3Keys can refer them to Mercy Care for a broad range of services, including:

  • Primary medical care
  • Mental health care and psychiatry
  • Outpatient substance use treatment
  • Dental care
  • Ongoing care coordination and other supportive health services

Many people transitioning out of homelessness have no insurance, limited income, or no income at all. These barriers often lead to untreated medical conditions, worsening mental health, and unnecessary emergency room visits.

Residents can be referred for care regardless of their income or insurance status, ensuring they receive timely, caring treatment when they need it most. Mercy Care’s commitment to serving everyone – regardless of their ability to pay – aligns closely with our belief that every person deserves the opportunity to build a healthier future.

Our partnership also extends to our annual fundraising party, Cheers for a Cause, which Mercy Care Atlanta has generously sponsored in previous years.

Ending chronic homelessness takes a network of partners working together to address the interconnected challenges that can keep people from achieving long-term stability.

Together, 3Keys and Mercy Care demonstrate what is possible when housing and healthcare providers collaborate around a shared mission: improved physical health, better mental health, and access to recovery services that contribute to greater independence and a higher quality of life.

Atlanta Affordable Housing Network Partner Spotlight: Mir Home Care https://www.the3keys.org/atlanta-affordable-housing-network-partner-spotlight-mir-home-care/ Thu, 18 Jun 2026 17:56:44 +0000 https://www.the3keys.org/?p=4886 Mir Home Care is an important partner of 3Keys within the network of providers working in Atlanta’s affordable and supportive housing ecosystem. Their mission is “to deliver compassionate, dependable support to caregivers and their loved ones—ensuring they receive the care, resources, and guidance needed to live confidently at home.”

Typically, Mir Home Care works with family members who are caring for loved ones in their homes. Their team helps guide clients through the often complex Medicaid waiver enrollment process, allowing caregivers to receive financial compensation for work they are already providing. Along the way, they also connect families to supportive services that make caregiving more sustainable. This support helps individuals remain in their homes longer, with more stability and access to care.

At 3Keys, these services translate to a critical service for residents in our permanent supportive housing (PSH) communities. Many residents have experienced chronic homelessness and are managing significant physical health challenges in addition to the lasting impacts of housing instability. Through Mir Home Care, residents receive assistance navigating the Medicaid waiver program so they can access in-home caregiving services tailored to their needs.

Medicaid can cover the full cost of a caregiver’s support, including help with housekeeping, transportation, medication management, and grocery shopping. The number of approved hours is based on an assessment of each resident’s physical health needs. Caregivers may be family members, friends, or providers identified through Mir Home Care.

For residents working to maintain independence, access to a caregiver can be a lifeline. It supports their ability to remain housed, reduces the likelihood of hospitalization, and helps them manage day-to-day responsibilities that might otherwise become barriers to long-term stability.

This kind of partnership reflects 3Keys’ broader approach to addressing chronic homelessness in Atlanta. Housing is the foundation, but it is not the only solution. By integrating on-site services, building relationships with trusted providers, and connecting residents to healthcare and income supports, 3Keys works to create an environment where residents can maintain housing over time and improve their overall well-being.

Representatives from Mir Home Care regularly visit 3Keys’ properties that offer PSH, hosting “lunch and learn” sessions to introduce residents to available in-home care options and answer questions about eligibility and enrollment.

In some cases, residents may also qualify for similar services through Medicare waivers, though these programs typically require a co-pay rather than offering full coverage.

Together, these coordinated efforts help ensure that residents have access not just to housing, but to the resources needed to remain stable and supported in their homes.

Atlanta Affordable Housing Network Partner Spotlight: ProActive Management Consulting (PMC) https://www.the3keys.org/atlanta-affordable-housing-network-partner-spotlight-proactive-management-consulting-pmc/ Fri, 01 May 2026 21:18:49 +0000 https://www.the3keys.org/?p=4870 At 3Keys, stable housing is one part of supporting long-term well-being. Access to consistent, on-site services plays a critical role in helping residents maintain stability. Our partnership with ProActive Management Consulting (PMC) helps make that possible at three of our Atlanta properties.

PMC’s Adult Program focuses on accountability and client-centered care, with services designed to support mental health, daily functioning, and independence. Their team provides a mix of group programming, case management, and clinical services, working directly with residents in the environments where they live. They also take residents out to lunch and on other recreational field trips from time-to-time.

At Presley Woods, PMC delivers onsite mental health services to 20 residents connected to the Housing Authority of DeKalb County (HADC), as well as individuals in supportive permanent housing units. They facilitate regular group sessions and provide individualized support based on resident needs.

PMC also works with residents from Phoenix House, offering access to services at their facility, including group sessions and case management. In addition, they have begun working with residents at Welcome House, expanding access to care across more 3Keys communities.

Their approach emphasizes consistency and accessibility—helping reduce barriers to care by bringing services directly to residents. This model supports ongoing engagement and helps residents build skills that contribute to greater stability over time.

As Marcellique Hardin, Adult Program Director at PMC, shares:

“PMC is sincerely thankful for the opportunity to work alongside 3Keys. We value the collaborative partnership, shared mission, and mutual commitment to client stability, safety, and long-term success. Our continued work together has strengthened service delivery and enhanced outcomes for the individuals we jointly serve.”

Through partnerships like this, 3Keys continues to connect residents with the services they need to maintain housing and work toward their goals.

Atlanta Affordable Housing Network Partner Spotlight: Quest CDC https://www.the3keys.org/atlanta-affordable-housing-network-partner-spotlight-quest-cdc/ Tue, 14 Apr 2026 11:58:51 +0000 https://www.the3keys.org/?p=4866 Pictured above: Leonard Adams (CEO of Quest), Jim Viviano (JT Designs), Carla Cooper (Real Estate Project Manager), Atlanta Councilmember Liliana Bakhtiari, and Scott Walker (President/CEO of The 3Keys) at the groundbreaking for the rehab of O’Hern House, one of the projects on which 3Keys and Tapestry are collaborating.

Strong partnerships are essential to ending chronic homelessness and 3Keys is proud to be working alongside Quest CDC to preserve and strengthen one of Atlanta’s critical supportive housing communities.

Together, 3Keys and Quest CDC are leading renovations at O’Hern House, a 76-unit historic building located in Atlanta’s Sweet Auburn neighborhood that provides permanent supportive housing to individuals who have experienced homelessness. The community primarily serves residents living with severe and persistent mental illness (SPMI) and substance use disorders (SUDs), offering not just housing, but stability and access to wraparound services.

In this collaboration, Quest CDC serves as Development Partner, while 3Keys owns and manages the property, continuing its longstanding commitment to providing supportive housing for Atlanta’s most vulnerable neighbors.

Quest CDC, led by President/CEO Leonard L. Adams, Jr., is guided by a mission to build resilient communities. That mission closely aligns with the work of 3Keys – ensuring that affordable housing is paired with comprehensive supportive services, which helps individuals rebuild their lives and move toward independence and self-sufficiency.

As Quest CDC describes its approach:

“At QuestCDC, we believe lasting change happens when housing, health, and opportunity come together. Our comprehensive community development model goes beyond bricks and mortar – integrating affordable housing, supportive services, financial empowerment, and neighborhood revitalization.

By addressing the full spectrum of community needs, QuestCDC helps residents build stability, achieve self-sufficiency, and move their lives – and communities – forward.”

This philosophy mirrors 3Keys’ commitment to housing as central to sustained change.

Plans to renovate O’Hern House have been underway for more than a year and a half. The rehabilitation will preserve seventy-six (76) affordable housing units, ensuring their long-term viability in the heart of Sweet Auburn – one of Atlanta’s most significant cultural and historic districts.

This effort is supported by a dedicated team of partners, each of whom brings critical expertise, including:

  • Development Partner: Quest CDC
  • Architect: James Thomas Designs, LLC (led by Jim Viviano)
  • Construction Project Manager: Carla Cooper
  • Owner: 3Keys, Inc.
  • Support Service Provider: Community Friendship, Inc. (CFI)

The partnership between 3Keys President & CEO Scott Walker and Quest CDC President & CEO Leonard L. Adams Jr. is rooted in years of professional collaboration and shared commitment to affordable housing in Atlanta. Their longstanding relationship reflects the trust and alignment that make projects like O’Hern House possible.

Beyond this redevelopment effort, Quest CDC has also been a valued sponsor of 3Keys’ annual fundraiser, Cheers for a Cause, demonstrating their ongoing support of the mission to end chronic homelessness.

The renovation of O’Hern House is more than a construction project. It is an investment in dignity, preservation, and long-term housing stability for individuals who deserve safe, supportive places to call home.

At 3Keys, we are grateful for partners like Quest CDC who share our belief that resilient communities are built through housing, health, and opportunity – working collaboratively to ensure that even more Atlantans have the foundation they need to rebuild their lives.

Atlanta Affordable Housing Network Partner Spotlight: Tapestry Development Group https://www.the3keys.org/atlanta-affordable-housing-network-partner-spotlight-tapestry-development-group/ Tue, 03 Mar 2026 16:48:33 +0000 https://www.the3keys.org/?p=4825 At 3Keys, we believe that safe, affordable housing, along with the right supports, transforms lives. That belief is shared by Tapestry Development Group, and together, our organizations have spent more than 15 years fulfilling that vision for our community’s most vulnerable neighbors.

Our long-standing partnership is rooted in a shared commitment to permanent supportive housing that prioritizes dignity, stability, and self-sufficiency. One of the most meaningful examples of this collaboration is the ongoing redevelopment of Welcome House, a community that has long served individuals living with mental health and substance use disorders.

Reimagining Welcome House

Originally developed in 1992, Welcome House currently consists of 209 single-room occupancy units in a dormitory-style layout with shared bathrooms. While the community has played a critical role in preventing homelessness for decades, the existing structure no longer aligns with today’s best practices for supportive housing.

Through this redevelopment, 3Keys and Tapestry are replacing those outdated units with approximately 120 modern studio and efficiency apartments – homes that offer privacy, autonomy, and dignity. The redeveloped Welcome House will continue to serve individuals with complex needs, providing housing paired with tailored supportive services that help residents maintain independence and avoid returning to homelessness, incarceration, or institutional care.

The community will continue to prioritize the Housing First model, an evidence-based approach grounded in the understanding that people need safe, stable housing before they can effectively address health, employment, or recovery goals. By removing preconditions such as income requirements or abstinence from substance use, we meet residents where they are – and support them without judgment. This approach has consistently been shown to lead to stronger housing stability and improved health outcomes.

A History of Collaboration

The relationship between 3Keys and Tapestry dates back to the original development of Welcome House, when Tapestry President Jon Toppen, then working with a prior employer, partnered with 3Keys on the project. After the founding of Tapestry Development Group, that collaboration deepened, with our organizations going on to partner on
three additional developments over the years.

Welcome House has long been a shared priority for redevelopment, and after extensive conversations, both organizations agreed that a joint application and continued partnership best reflected our mutual commitment to high-quality supportive housing.

In the Welcome House redevelopment, 3Keys will serve as co-owner, co-developer, property manager, and service provider, while Tapestry will serve as lead developer, bringing its extensive technical expertise to the project.

Several 3Keys team members completed the Georgia Supportive Housing Institute course in January 2026.

About Tapestry Development Group

Tapestry Development Group is a Decatur, Georgia–based nonprofit dedicated to creating high-quality, affordable rental housing across the Southeast. Tapestry specializes in working alongside nonprofit housing owners and public housing authorities, developing a wide range of communities – from permanent supportive housing to family apartments and senior housing.

With deep experience in both new construction and rehabilitation, Tapestry has successfully leveraged a broad mix of public and private financing sources, including Low Income Housing Tax Credits, HOME and CDBG funds, HUD programs, state housing trust funds, and private foundation grants. The organization currently owns 990 completed units, has 515 units under construction, and 172 units in its active development pipeline across four states.

Under Jon Toppen’s leadership – who has more than two decades of affordable housing development experience and has served as Board Chair of the Georgia Supportive Housing Association for eight years – Tapestry has become a trusted leader in permanent supportive housing.

Proven Impact Together

In addition to Welcome House, 3Keys and Tapestry have partnered on several impactful developments, including:

  • Phoenix House – A 69-unit permanent supportive housing community serving chronically homeless individuals with mental illness. Completed in 2017, the $10.5 million project combines new construction and rehabilitation and includes robust onsite services and rental assistance for all units.
  • Rosalyn Apartments – A 56-unit redevelopment in Chamblee and the first project in Georgia to utilize National Housing Trust Funds. The community supports residents with a higher level of independence, offering onsite services such as case management, medication management, and connections to community resources.
  • O’Hern House – A 76-unit redevelopment serving individuals with severe mental health needs. The community includes shared spaces that foster engagement, as well as an industrial kitchen used for resident training and daily meals.

Looking Ahead

Our partnership with Tapestry Development Group is grounded in trust, shared values, and a proven track record. Together, we are committed to creating housing that not only meets urgent needs, but also reflects respect for the people who call it home.

We are proud to work alongside Tapestry – and grateful for their continued support of our mission, including their sponsorship of our annual fundraiser, Cheers for a Cause – as we continue building pathways to stability, dignity, and permanent supportive housing for our neighbors.

WSB-TV’s Brad Nitz Coat Drive Provides 550 Winter Coats to Atlantans Who Have Experienced Homelessness https://www.the3keys.org/wsb-tvs-brad-nitz-coat-drive-provides-550-winter-coats-to-atlantans-who-have-experienced-homelessness/ Sat, 24 Jan 2026 18:10:16 +0000 https://www.the3keys.org/?p=4791 On January 23, approximately 550 warm winter coats and rain jackets were delivered to Welcome House, 3Keys’ apartment complex for our fellow neighbors who have previously experienced homelessness. In addition to Welcome House residents, coats were transported to 3Keys’ other affordable housing properties to be distributed to residents.

This incredible effort was led by WSB-TV with their annual Brad Nitz Coat Drive. Starting in December 2025, they aired calls for coat donations during their programming. Atlantans came through in their generosity, donating more than 10,000 coats to share with those in need.

The donated winter coats arrived to Welcome House in five large boxes, delivered by Atlanta Peach Movers. 3Keys staff displayed the outerwear across multiple tables and residents were thrilled to be able to try on coats and make their selections.

Adequate clothing is a foundational element on the journey out of homelessness. We are very appreciative of everyone who donated to the Brad Nitz Coat Drive to support neighbors on this challenging journey. We’re here to meet people where they are – and it takes a community of people who care to fulfill our mission to end chronic homelessness in Atlanta.

Building Financial Foundations: 3Keys Hosts “10 Steps to Financial Success” at Phoenix House https://www.the3keys.org/building-financial-foundations-3keys-hosts-10-steps-to-financial-success-at-phoenix-house/ Fri, 23 May 2025 05:47:23 +0000 https://www.the3keys.org/?p=4489 Last month, 3Keys continued its commitment to empowering individuals on their journey out of homelessness by hosting a Financial Keys session. This is a series of classes designed to equip residents with essential financial literacy skills.

Held in May at Phoenix House, the session was led by William Wesley, CCUFC, Senior Community Development Representative with Delta Community Credit Union. Wesley brought both expertise and enthusiasm as he presented “10 Steps to Financial Success,” a practical guide to help individuals take control of their fiscal futures.

The presentation ranged from budgeting basics to long-term savings goals, credit scores to insurance, and included basic steps and guidelines to get started.

3Keys is excited to build on this momentum. A follow-up session is planned for July to help residents reinforce and expand their financial knowledge. Additionally, an introductory session will be held for residents at Rosalynn Apartments, extending the reach of our financial education efforts.

At 3Keys, we believe that stable housing is just one piece of the puzzle. Providing tools like financial education helps lay a foundation for long-term stability and success. We appreciate partners like Delta Community Credit Union for supporting and sharing that vision.

Stay tuned for more updates as we continue working to create pathways to independence for those we serve!

Atlanta Affordable Housing Network Spotlight: Food Pantry at Southeast Atlanta Seventh Day Adventist Church https://www.the3keys.org/atlanta-affordable-housing-network-spotlight-food-pantry-at-southeast-atlanta-seventh-day-adventist-church/ Fri, 16 May 2025 15:55:40 +0000 https://www.the3keys.org/?p=4482 The 3Keys is excited to announce a recent partnership with Southeast Atlanta Seventh Day Baptist Church in Henry County to provide consistent, nutritious food to our residents. Twice a month, our team picks up food donations from the church’s food pantry, with each delivery containing a balance of healthy fruits and vegetables, shelf-stable items, and sweet treats.

Food is stacked up on carts in the food pantry at the 7th Day Adventist Church in Henry County.

These food donations come through the church’s collaboration with the Atlanta Community Food Bank, which allows them to extend support beyond their congregation and partner with community organizations like 3Keys.

Together, we’re helping feed over 500 residents across our six supportive housing properties—residents who rely not only on safe, stable housing but also on access to healthy meals to thrive. Last year, 3Keys served more than 84,000 meals. We appreciate the collaboration with our network of community partners who are helping combat homelessness in Atlanta.
